Acually yes, the Kansas City Southern has been pursuing the idea of a major port in Mexico for as long as I can remember. I even made a bunch of money by investing in TMM before it split its railroad assets and sold them to the KCS (BTW - stock symbol KSU)
The idea of a Mexian port rather than California has root much further back in RR history. When Collis Huntington set about to block the Atlantic and Pacific from crossing the Colorado River, the Atchison Topeka & Santa Fe simply turned south. Via the Rio Grande & Mexican Pacific, the New Mexico & Arizona, and the Sonora Railway Company they got a Pacific port in Guaymas Mexico.
Just goes to show, there’s more than one way to skin a cat.
