KW shorts under load

I have a KW transformer that checks out fine with a voltage meter. All posts register as expected. When I connect it to a piece of track with an engine on it, (have tried several different brands of track and engines), I apply power and the red light immediately comes on and the engine humms as if a short is present.

Any suggestions?

Replace the breaker. Had ZW do the same. Bob Nelson recommended I change the breaker [which I found stuck open] and all was well.
