I have seen Ads in most issues of the Garden Railways magazine for places that would travel anywhere in the US. I do not recall their name but there is a place in I saw an ad for recently. If they do not travel as far as . maybe they would know of someone in your area.

There is a guy by the name of Paul Bussey whom, I believe, can be contacted through the Colombus Ohio, GRS. I’ve seen some of his work. It’s nice stuff.

Scott, There are a number of folks/companies who build garden railroads professionally. However, keep in mind that they may be booked for months to a year or more, depending on their area. Most of them do not limit the location that they will travel.
