I don’t know why everyone seems to be ignoring your post, but a bit more information might help.
Are there any other identifying numbers on the loco or tender? Is the number 5400 on the loco or the tender? Is there a number on the bottom of the tender? O-gauge? Are you sure it is three-rail? Did you get a box with a Lionel product number on it? Was the auction online, and if so, are the seller’s specifications still up? Is this loco a steam engine? What is the wheel arrangement – 4-4-2 perhaps? What is the railroad name, if any? Is the locomotive made of die-cast metal or plastic? Does it have any switches inside the cab or on the bottom? Are you sure it’s a Lionel and not an MTH or other manufacturer? What did the seller say about smoke and or whistle/bell? Can you re-contact the seller for more info? Is it relatively new or obviously used? (Check the pickup rollers – or sliders – for grooves or other wear.) Can you post a picture?

I need more information about your locomotive. The number 5400 is NOT a good Lionel number that I can locate using the Greenberg Pocket Price guide.
If it has the letters WRL(Williams Reproduction Line) on the underside it is a Williams locomotive. If it has the word MarX it is a Marx locomotive. If it has MTH it is Mikes Train House. Finally there were some cheap Japanise knockoffs made a few years back to look like Lionel engines and have similar number schemes.

You may well be right, but could you provide the new member a stock number or a catalog reference or something that could be back-traced to open a door or two?
