Is There anyone that does custom piant schemes on locomotives and passenger cars? I want to have a set of Athern F7’s and a set of PA’s done with my own railroad’s name and scheme.

It would help if you posted a drawing or something of your scheme. Is it really tricky like a Rock Island wings, or something trivial like a Frisco F unit “wave”.
That looks like a good place to get painting done. I got luckey that they made my railways (WP&YR) trains.
There have been a number of threads here about custom decals, either having them made professionally or making them yourself. I did my own, and they came out very well. I’ve also downloaded artwork from the dubya-dubya-dubya and used that for decals.
When you contact people about doing custom painting, you may be in for some sticker shock. It’s not a cheap process, and most of the people who do this are real craftsmen. So, you should expect to pay for a real quality product.
You can, however, do it yourself. You can get a pretty decent airbrush setup for what you’ll pay to have one or two engines painted professionally. I painted this trolley with canned spray paint from the hardware store, blue painters tape for masking, and home-made decals. I’ve never done anything like this before, incidentally.
Admittedly, this trolley doesn’t have a lot of fine detail cast into the shell. So, I can get away with the rather coarse and thick paint job you get from one of these rattle cans. With a bit more care, you can still use this stuff without obscuring the surface details of your model very much, but an airbrush will give you better results in the long run.
