I have been going back through old issues of Classic Toy Trains, looking for a layout article. I have had no success. The layout was called something like “3 Times Around”, or something similar. Any help would be most appreciated. Thank you.

I think it is called “3 times a Charm”
How about “Three times around the tree” or “Three times under the tree” by Neil Besougloff in the December, 2006, issue, page 79: “This simple O gauge track plan circles the base of your Christmas tree three times.”

However (and my memory may be giving out on me…LOL) the one that I seem to remember was a bit more extensive and was a L-shaped affair.
