That sounds like Rich Weyand’s N scale N&W Pocahontas Division. Published in Model Railroad Planning 2002. I believe that Rich moved a few years ago and that layout was dismantled, I think.
He added power to the additional water tenders that ran on many of the real life trains.(the N&W called them “canteens”, if I recall correctly)
I seem to recall he had specially lengthened N&W tenders cast for us use to give enough space for the power train that he used. And there was indeed a very large helix, very neatly constructed and painted.
