I bought mine about 6-7 years ago - they were $99 then. A quick search of the Internet showed most dealers are selling them for the full MSRP of $ 125.
They are made for TTX(Tonys Train Exchange). I looked at Tony’s web page and he still lists them, and so do at least 3 other dealers. I They must still be in production. Who told you they were out of production? If it was a LHS, he was just being negative and wants to sell you something he has ‘in stock’.
They must be selling good - all the web sites I looked at are selling them for full MSRP.
As far as the ‘best’ - I am a very satisfied customer. I refused to buy any track cleaner car for years and used a Brite-Boy to clean track. A friend bought one and told be to take it home and give it a try. I used the suggested lacquer thinner and ran it through every track on the layout one Saturday evening. The results were amazing. I bought one two weeks later - I use it twice a year and thats it. Now, to be fair I have all metal wheels on my cars and engines - that seems to be the other part of the clean track puzzle.
Most of the time, mine is run at the club - we have to clean track about every 2-4 weeks. I suspect ‘crud’ gets tracked in on visiting trains.
Check Walthers every month. I pick up the flyer at my LHS. This is one of the items that they put on sale 2 or 3 times a year. You need patience, and the sale price is generally only $10 or $15 off.
My LHS participates in Walthers sales. I can order through them, and get the sale price. I also get free shipping, but I do have to pay our new and improved (i.e., higher) state sales tax. There is a “tipping point” at which it’s cheaper to pay shipping than sales tax, so do the numbers.
My LHS also gives me 10 or 15 percent off on non-sale items. Sometimes, I see an item I want on sale at Walthers, “do the numbers,” and then decide it’s cheaper to wait until the sale is over.
As for your question about whether this is the “best” track cleaner, I think you’ll find many people who would agree. I’ve got one, and it’s the only way I can keep my subway tunnels clean. Really.
