I saw the black tank cars and thought…here we go again.

One of the pictures posted with one of the stories notes “a lot of stopped trains.” But the loco is NS. There’s a lot of railroading in Lynchburg, and it’s not always easy to figure out what line you’re looking for/at.
Comment. It looks like the tanks cars derailed to the riverside of the tracks with the body of the cars on their sides. With either the wheels and/or trucks still on the tracks. Last comment The speed of the Internet. This wreck happened at appox 145pm ET. At 152 pm there were at first glance 6 or 7 listings on Google. At 2pm there were over 150 listings on Google. Doesn’t sound as though any injuries just a big mess to clean up. Rgds IGN

The pictures on the link make it appear that the cars have the newer top fittings. I couldn’t read reporting marks and numbers, which would tell me for sure.
Having been to Lynchburg only once, I can’t be too sure, but gut reaction says that if it’s a main line parallel to the [James] River, as it appears to be, it’s CSX (old C&O).
With the weather the East has been getting the past couple of days - being adjacent to a river bank - a washout would not be unheard of.
Looks Like BaltACD may be spot-on on, about a wash out.
Judging from the News Video (linked by OP). View from across the river shows a pretty good wash out area under the tracks; at the point just behind the three tank cars in the river.
From the “live feed” linked above, the leaked/ spilled oil appears to on fire - quite a conflagration, flames reported to be as high as 80 ft. ! - and some of the oil appears to have reached the river and is burning on the surface. Quite a mess to clean up (and not just the one at that site, either - more “fuel” for the regulators and politicians, unfortunately).
One of the eye witnessess did say it looked like a tank car suddenly dropped as if the support went out from under it.

It was the CSX but NS has a connector for interchange right by the accident site. The pictures of the stopped NS trains have no relevance to the accident what so ever. It just happened to be a busy day on the Piedmont Division that had to contend with track work as well. The area was not to bad once the fire was out but oil was still leaking into the river. DOT Placard was 1267 and one reporting mark I pulled was CTCX 735971. Head end was stopped about 3/4 to a mile away. 2-3 BNSF units up front but I couldn’t get close enough to confirm count or road numbers.
