Now that they have it, what to do with it?
I don’t think the bridge has been quite sold yet. I looked at that STB document - it seems to be nothing more than mere permission or an exemption from needing to get approval, so that the City and the Buyer can negotiate and maybe close on the sale, which apparently has not happened yet. From the linked document -
‘‘The transaction is expected to be consummated on or shortly after April 7, 2010 (the effective date of the exemption).’’ [emphasis added - PDN]

Bet the city would be real pleased if the result of the sale is problems with rail service to their two biggest employers. Such as maybe higher fees for use of the bridge.
