What type of club are you looking to form?
Are you thinking about a Round Robin type group where you take turns operating and working on each other’s layouts, or are you talking about a Modular club? Or are you discussing a full on Club with a building and dedicated layout?
Where are you located. Maybe there is a club or group somewhere nearby.

Advertise what you are up to to see if others are interested.
If this sounds a little difficult, you are right. The only thing harder than getting a club going, is keeping it going, especially if there are things that are owned by the club.
Your question suggests that there is not one in your area, but you know several modelers who might be interested in forming one. You might consider a round-robin type, where the members meet at the home of each member in sequence to work on his layout, operate, or just socialize.
If you want a larger layout than any one member has, the first thing to do is find a place to rent, lease, or buy. Since it takes time to build a layout, the length of time you can be assured of having the location is important, and it is best to assure whatever you build can be dis-assembled and moved.
