Mounting Switch Machines... does it have to be on plywood

This may sound like a dumb questions, but since I am a newbee and this is my first real layout other then a 4X8 plywood with a single loop… For the Tortouise switch machines, when mouting them, if you did not use any plywood, does the pink/blue foam sport them or do you have to put undermount them to plywood, and if so is 1/4 inch ok or does it have to be 3/8 inch or greater?

I am trying to finalize my benchwork, right now I am planning on a open grid with 1x3’s with one side mounted to the wall and then other supported by legs. Then placing 1/4 plywood with 1/2 foam and the track on 1/4 cork road bed… I am locked in to the open grid by my wife because I can’t use L-Grider which would require removing 80+ feet of double chair rail from the walls.
