Mounting Tortoises with Foam

I’m using 2" foam as a tabletop without a plywood base (just joists every 12-16"). If I use tortoises, can I mount them in the foam (by cutting a square hole) or will this weaken the foam board too much and cause it to sag? I’m particularly concerned about doing this in the yard where there are a lot of turnouts in close proximity. Does anyone have any experience/advice doing this?

Check my web site. I just finished my yard area all done the same way, and there’s no sagging of the foam. I have a solid ladder of #4 turnouts with the Tortoises cut into the foam. ALl but 1 are in the same joist section.
