MRC Sound chip 9V

hello and thanks for checking out my thread
I just got another command 2000 and in the box was a chip with a speaker and a clip for a 9v batt with 1 black wire hanging off can someone tell me what this is and how do I hook the black wire up is it to my decoder or it it to power thid chip has a black panel that has the speaker and a small switch
