“spalling” must be in the Kalmbach-Webster Dictionary: it’s not in my Merriam-Webster.

“Spalling” is an engineering term when chunks of concrete fall off due to a multitude of factors.
And while we are on the subject of engineering terms, “The new bridge has no load limit” is not really a valid statement. “There are no longer any load restrictions on the bridge” is a more accurate portrayal of the improved situation and probably what they intended to state.
…and please don’t blame Trains/Kalmbach for this one - the quote came right from an MTA/Metro North press release.
