Sounds like it might work. Better than appointing 13 academic lawyers to investigate NYC’s “Stop-and-Frisk” laws.
There are thousands of in house employees who could have told them ways, but there they go again wasting some huge sum of funds on a study to blow smoke over their ineptness. Never listen or seek advice from the active actual people working in these environments.
