[4:-)]I really like water scenes on my railroads no matter how small or large they are. I have tried different water affects, but this is one of my favorites. The base is 1/4 inch plywood that extends out from the railroad, it has bracing underneath. I then paint the base with a mixture of black, forest green, and a hint of blue, let it dry overnight, then I cover it with 4-6 coates of high gloss Mod-Podge, letting it dry between applications. You can see the finished harbor, the barge is scratch built out of a piece of one by four planking, painted with details added to the deck.
That is a Walthers warehouse to the right. I think it makes a good scene for my railroad.
