Dale, all I can tell you is that it’s a multi-compartment car. The blue color suggests to me that it’s owned by either Union Carbide or Hoechst-Celanese; the amount of graffiti suggests the latter to me. It could be used for almost anything liquid, but glycols (anti-freeze, etc.) are probably most likely with this owner.
Wish I could have seen the reporting mark from the video.

There are numerous TranCaer Training Tank Cars. I like that one. It looks like a GATX TankTrain Tank Car.
