N Scale Kato : P42 Genesis runs slower F3

Hi,

I have a Double track N Scale Kato layout with UniTrack. The issue is at peak speed, the F3 overtakes the P42 Amtrack genesis engine. It just breezes by (No matter if the F3 is in inner or outer circle). It looks pretty odd. Any suggestions?

Parameters:
Double Track Oval Kato Unitrack,
Railpower 1370 18VA, powering both tracks (DC not DCC).
F3 hauls One Cylindrical Tank Car, Two ACF 70-Ton Closed Side Covered Hopper Cars, and one Caboose.
P42 hauls three bogies of Set A Amtrack Superliners (The fourth bogie sits in the yard. Gets pretty big for my layout).
