Name any railroad company, either currently existing or fallen flag, who’s name does not contain the letter “A.” It’s harder than you think! Here’s a few to start:

That seems reasonable, along with an exception for the words “Railway” and “Railroad.”
I would think that exception is understood. Otherwise there aren’t any lines.
