They’re going for that military look, by the looks of it. 
Just as long as BNSF doesn’t source their paint from the same place that General Electric does, it might wind up looking okay for years to come!

Often a railroad has the builder paint the engine for them, but it’s certainly not unusual for a railroad to order an engine in “primer” paint and to do the painting themselves. Maybe BNSF is doing some special “heritage” paint scheme on a few engines??
What is the deal?
I have not seen a primer SD70 type locomotive on the CN for a year or two.
All the new BNSF SD70ACes pulled in CN Trains to the west in 2008 were already painted in the BNSF scheme.

NS had some unpainted “grey-ghost” GEs, even putting these locos into mainline service before they were painted.
NS put some of its GE’s in primer into service right away because they were in the middle of a power shortage. In a similar vein, BNSF also put some of its GE’s (4300’s IIRC) into service with only a partial paint job (basic colors without the yellow trim).
BNSF has them white ACEs around because they go to MAC in KC for paint. If you see one its probly being moved there.
NS has been getting new GE’s in primer for years…its a fairly common practice…

The old BN 1-2 F’s were rebuilt up north and sent to Kansas City in 1990 in primer, and then came out a week later in the cream green scheme. They made an inaugural run to Abilene for a National Archives event honoring Ike’s 100 birthday. A bunch of my friends road on the train that day (0ctober 14, 1990). It was free to the public but most were WWII vets.
WSOR has been doing final testing and painting on a good number of BNSF SD70ACes. Some come in primer, and some come already painted. Delivered by the CN, unless they pull ones needing test that are already painted.[banghead] Ends up in Nebraska before anybody figured it out. Still needed final test done, without extension in time.[oops]
They are probably going to either Kansas City or Horicon for repainting. There have been many of the new BNSF ACes from this order and the last order that were delivered in this primer scheme. The same thing has been done on NS for years, and CSX did it at least once for some GEVOs. UP also did it for the heritage engines, but also a handful of regular SD70ACes.
Hey I know how BNSF can save money on a paint job. Just send the unpainted units someplace like East L. A. Ca. or thru the NYCTA subway. The “artists” will even bring their own paint(cans).

Well, at least a bare primer painted engine still looks better than a freshly outshopped painted engine painted for CSX.
Ouch! As I just stated on another thread, the new “Dark Future” scheme is better. IMHO.
When Kansas City Southern’s Mexican subsidiary, the Kansas City Southern de Mexico, takes orders for GE ES44AC units they are sent to Mexico to be painted. It can potentially save the customer money by not having the builder paint the locomotives. For other reasons, they made release the locos in primer to keep up with traffic demands and the company will paint them when time permits.
