How can it be Tier 4 compliant if EMD doesn’t have a Tier 4 prime mover?

Caterpillar’s C175-20 is Tier-IV compliant - if used with urea after-treatment.

JF Turcotte is probably right. A commuter line would be more likely to accept engines with urea because they keep them in a local area and would have far less new infrastructure to build to support the urea system, vs. a freight railroad.
JF Turcotte is right. The F125 uses a Caterpillar C175-20 with urea after treatment. See http://www.progressrail.com/locomotives/passenger.
If you click on specification sheet, you will see that it uses a Caterpillar C175-20 engine and has a urea capacity of 410 gallons.
So not a 710G. Not an EMD prime mover at all.
Why not American made if tax money is paying for the or a goverment anger u they should be made in the USA
