Ottawa is Canadas Capitol. and it is located in the National Capitol Region, which includes not only a part of Eastern Ontario, but a part of Western Quebec.So Kalmback is absolutly correct when they say Ottawa includes Quebec. Just like saying Washington, District of Columbia

Maybe the announcement was made in Gatineau, Quebec, across the river from Ottawa.
As far as I know from School days Ottawa The Capital is in Ontario, across the river is suburb which happens to be Quebec.
