SEPTA is moving into the 20th Century!
The advantage of trains is to add more cars to accommodate rising ridership. Instead of buying bilevel coaches, single-level cars can be added rather than pack passengers like sardines in rows above other rows.
Paul, the trackage, at the passenger stations is almost exclusively high-platform territory (passengers walk in without using the steps but at car’s floor level.
Adding single level cars would make some sense if the trains weren’t already end-to-end on the platforms; Extending high level station platforms, or buying multi-level cars?.

For their trolley problem (crew required in coupled cars) just switch to a proof-of-payment system with roving inspectors. Seems to work elsewhere (with the proviso that Philadephia isn’t ________). You also get the benefit of all-door boarding and you relieve the operator from having to enforce fare payment.
