Right out of the box, a new ZW (for conventional use) gives no voltage at AU and DU. (BU and CU terminals work properly). I connected the Powerhouses starting with AU, even checked the programming with a CAB-1 and TMCC Base to be sure it was set at “0” for conventional operation. Anybody know if there’s something I haven’t done?
With no power on ,remove top cover from ZW. Remove and reconnect connectors going into circuit board. Hope this helps.
Myself, I would be hesitant to open a NEW transformer, for fear of voiding the warranty. Did You buy this from a LHS, online retailer or ebay? If from an LHS give them a call Monday or Tuesday when they open and see if they have another they could exchange it with, if they can’t trouble shoot the problem. If you bought this from an online seller, you may have to send it back to them (usually at your expense) for repair or exchange, or possibly to a Lionel authorized repair center (again usually at your expense) If You bought it on ebay, unless the seller is an authorized Lionel Dealer, you may not have any warranty to worry about voiding.

#1)Next, connect the PowerHouse Power Supplies to the ZW Controller by inserting their connectors into the input jacks on the ZW Controller as illustrated in Figure 3 on page 6.Plug the Power Supplies into a wall outlet (120 volts, 60 Hertz), then switch them ON. Always switch OFF the Power Supplies when not in use. When the ZW Controller is receiving electricity from the Power Supplies, the green light on the ZW Controller illuminates.One Power House Power Supply must connect to the input jack to the left ofthe “A-U” thumbscrew terminal pair, regardless of other Power Houses connected. Refer to figure 2. If you are using two PowerHouse Power Supplies, we recommend connecting the PowerHouse Power Supplies to the first and third input jacks to evenly distribute the power. Be sure to place jumpers in any open input jacks. See Figure 3.
