If HH had done a careful analysis of traffic, potential new traffic, including profitability and use of capitol resources, and done it on an open-minded, scientific as much as pussible, basis, I believe that he would have found that the hub-and-spoke arrangement was appropriate for the majority of CSX’s traffic.
Why wouldn’t shippers be skeptical? Most of these “improvements” are a numbers game. What improvements they have done will be wiped out in the latest HH decree, and that is he felt too many “jobs” were off on the weekends and demanded that to be changed. These locals matched up with their customer’s hours of operation so they were properly shipped. Now these customers will be worked 3 days a week, with 2 days being the locals days off and the final two being the customers days off.
Which are normally the weekend. So now the local will be doing something productive 3 days a week and killing time 2 days a week. Numbers are a great thing.
