Cart before the horse - there was never going to be any use of the terminal without the associated highway.

West Virginia is such a failed state. The place is absolutely drowning in natural beauty, and within a day’s drive of enormous population centers, but remains an isolated, rural pit banking almost entirely on the return of a coal industry that has become a political landmine.

They might as well fold their cards at this point and petition to rejoin VA.

I wonder why the terminal wasn’t sited closer to Kenova, its interstate highway and the Ohio River. Land might be more expensive in Kenova, but probably less expensive than dredging a river.

“Field of Dreams” theory proved wrong! It was built, they didn’t come!
