Where can I buy a non spray primer that I can Use on a resin shell? Where can I buy a hobby brush with a a sharp fine tip for dipping into the primer and touching up a resin shell.

As mentioned, art supply stores. In case there’s one near you, another option would be a boat/marine supply business.
If the resin shell has no paint at all, I don’t advise brush painting as it tends to bead up.
For my resin models, i wash them thoroughly with Soft-Scrub and a toothbrush. Then after letting it dry for a couple of days, I use Model Masters Flat Sea Gray from a spray can as a primer. After that, you can use another spray can color or Acrylic in an air brush.
Testors makes both gray and white primer in it’s ModelMaster Acryl line of paints; available in a 1/2 oz bottle at a LHS near you. Personally, I use the spray can variety, but since it sounds like you just want to touch up a couple of spots, you probably do want the bottled version.
As for brushes, an art supply store is the way to go. Don’t skimp on brush quality – the results will reflect it. Buy a good brush and some brush cleaner and conditioner (I like Mona Lisa Pink Soap). A good brush runs $5.00 or more, but you’ll get your money’s worth. I shop at Michael’s with the weekly coupons, and that eases the pain a little.
