On the NS website, there is an issued message concerning their coal shipments

UPDATE  Force Majeure on Coal Shipments Continues in Effect

The Force Majeure that went into effect at 6:00 PM, December 18, 2009 for Coal Customers, including customers with contracts or other agreements with Norfolk Southern, remains in effect. While service has been restored following winter storm conditions, damage to the Lambert’s Point facility on December 26, 2009 combined with a belt tear on December 27, 2009 have rendered both ship loaders temporarily inoperable. Norfolk Southern is working to restore dumping operations as soon as possible, and will provide notice to all parties when service has returned to normal.

A Force Majeure is something like a strike, act of war, terrorism, or a catastrophe that makes it impossible to live up to the terms of a contract. It is a provision that allows an escape from the terms if certain types of these emergency contingencies arise.
