NS Leases the Delaware Division of the old Erie

According to STB filings by the Central New York Railroad Corp, it has reached agreement to lease the Southern Tier Line (former Erie main) from just east of Binghamton (MP213.0) to Port Jervis (MP89.9) from the Norfolk Southern. NS retains trackage rights. NYS&W also retains trackage rights over the line. CNY will serve the handful of remaining local customers.

Also, rumor has it that the CNY is an affiliate of the NYS&W/Delaware Otsego Corp.

That is the line that runs over Starucca Viaduct. It hasn’t been any too busy, from my casual observation - I haven’t seen a train on the line in my last 4-5 visits to the area.

The CEO and President of the CNY is Walter Rich owner of the NYSW and its address is the same as the NYSW.

Central New York is indeed part of Delaware Otsego, which is also the parent of NYS&W. Since NYS&W only has overhead trackage rights on this segment, it may have been easier to contract with Central New York to provide local service than to rewrite the trackage rights agreement.
