That serves numerous benefits. It benefits the community with better water quality, it serves the environment (also with better water quality), and it has the added bonus of very much benefiting NS’ pocket book. 18 million gallons of water saved is a lot of money saved.
YEP! And the Federal EPA, and the Virginia State agency (that monitors 'Storm Water Run-off") would have eventually forced them to put a Storm Water Recovery System in place, After fining, and getting a Court Order to ‘Force’ the RR to mitigate their Storm Water Run off. Failure of any property owner that has this problem, can get very expensive for that property owner… ‘The Governments’ " Baseball Bat, and Carrot" approach to getting Regulatory compliance.
