Statistical Noise. And since rail traffic is up about 4% that means the that the accidents/rail mile is probably down.
I work for the Government so I understand that it takes a while to gather data and do what needs to be done with it but this is 2013 data?? Doesn’t the NTSB have any computers over there? Still using paper/pencil?
