NY Governor: Long Island Rail Road will not take homes to build a third main

That would logically mean then that Gov. Cuomo also will make sure no homes are torn down for any road expansion projects in the state of New York. Or is this just double speak for opposing rail expansion or at least making it more costly and difficult, while appearing to be a hero?

Hey, if it can reasonably be done without displacing residents, then do it! Redesign work is expensive, but so are property “acquisitions”; maybe the change will come out roughly even financially. Good will is a valuable asset, one hard to quantify. Pulling off the change would have the added advantage of making highway expansion, with its less avoidable property condemnations, that much more of a villain: “Rail worked within its existing boundaries; why not roads?”
