I am afraid there is no such tool available. Track planning software are usually CAD systems which have a big learning curve attached to them.
How about making track templates by photocopying the track, scaled down?
it is not track layout software, but the following site has plenty of O gauge track plans including a section called “Fun Layouts For Kids”.

Haha, don´t underestimate the ability of children and their knowledge of computers!
I would give them a quick showing of how XtrackCad works and then let them play with it.
