Many here don’t seem to think much of Model Power locomotives, but I have a pair of them, they are about as quiet as an Athern Blue Box, dual flywheels, 8 wheel drive, could use some more weight, but they pull ok and the price is right.
I’ve seen their F2 painted in Air Force livery going as low as $17. The MP F2 shows the same general configuration as the Genesis F3, except the details are molded on. If you like the look of an F3, you might be happy with anything from an F2, F3, F7, or FT.
Lifelike and Bachman can probably be had for $25 to $30, and Blue Box locos run about $30 to $35 here.
Keep an eye on this site, they have models you could repaint at about the lowest prices you are likely to find for new equipment:

Tim has some of the best prices around. The Stewart locomotives are wonderful. The detailing on the shell is more plain but the drives are exceptional - best out there! Even if you can’t afford it now, find some way to earn and/or save up your pennies to get one of these. Tim can also do the DCC/DCC & sound for you as well, if you want him to.
The Trainworld.com link that jeffers mentioned is also a good one. I picked up a Proto 2000 S1 for 70%+ off MSRP. It runs like a jewel.
