Ok, the decoder is installed...now...

I got my decoder installed in my HO Bachmann FM H16-44. Is it safe to assume that I can run it on a DC layout if I want to run it on a freind’s layout that isn’t DCC? I’m assuming cause it was alright to run my Bachmann 2-8-2 with factory installed DCC on DC the same holds true for my H16-44.

If it is the same decoder, then yes. However, most decoders need CV 29 set to a value of 38 in order to enable dual mode running, as is your wish.-

Depends on the decoder … some won’t run on DC. The instructions that came with it should tell, if not, the mfr’s website will probably have info.
