The old Flat 4 Wire Cable for UCS uncouple / unload controllers gets stiff and brittle. Is there something to apply to the wire to restore it to be soft + flexible ?

Unfortunately, no. Once wire insulation / covering, and I’m assuming that’s what you’re asking about, starts to go there’s nothing that can bring it back. You’ve got to replace it.
Well - Bummer ! I have been making some modifications to my control panel and the wire from the UCS controllers has become stiff. Don’t really want to replace all the wires. The UCS tracks and controllers work just fine, so for now I will leave them in place and work around them.

The voltages through those wires aren’t that great, so you’re probably OK for now, but I’d start looking for replacements. CTT has a number of advertisers who specialize in parts, I’d check them out.
