To be honest, that was not a term I’d heard before so I had to follow your links. The HO side started as a modular group but since moving into the current home, it has become semi-permanent in nature. The “modules” now are more like real estate, with an area assigned to a member. The area off the common main or club designated areas (major yard, union station) are up to the individual and the planning comitee. So is it Free-Mo yes and no. Yes, member designed “modules” but no, not so modular anymore. Hope that helps.
