Other than Class 1 - PTC

Why do I get the feeling that the ‘transit type operators’ figure they will be able to lie and sob story their way out of meeting the PTC requirements.

It is now March and operators are just in the process of letting contracts and/or changing contractors on systems that are to be substansially operational by the end of the year.
