peco turn outs, dead frogs

We need a bit more info about your problem.
When you say “Dead”, do you have a short circuit (whole layout is dead) or is part of the turnout dead so that you can’t run through it?

Peco have 2 types of turnout (and some variations) called Electrofrog and Insulfrog.
Electrofrog turnouts will short one rail to the other and you may need an insulated joint beyond the frog. (plastic rail joiner)
Insulfrogs don’t need the insulated joint, but it helps some situations. You may not be getting contact between the stock rail and the point. Make sure there’s no large lumps of dust or whatever blocking the movement. There’s a little springy contact below the points that may get a bit out of position.

Also remember that PECO turnouts are route selective. You may have to add more feeders after the turnout.
