Pretty much the same thing. (new formula might be slightly different)
I’m not too crazy about any water-based paint for airbrushing, but I find Polly Scale covers the better of the two when using a brush. Some Polly S colours were good in this respect, others not so good. I was disappointed when Floquil (maker of both Polly Scale and Polly S - later taken over by Testors) discontinued one of the Polly S colours that I chose for my diesels and passenger equipment. This green was a military colour, from before the time that the railroad colours became available.
Luckily, this colour stores well, so I’ve got some left for things like the trim on company buildings.

I alway liked Polly S, for minatures. I thought that the organic colors and metalic colors looked more like organic and metalic materials.
Didn’t care for Testors, to me the colors looked … well … artifical. Sorry can’t describe it better than that - they just didn’t look right on things that were supposed to be of organic or metal.
The silver blue Polly S, was great for windows, when thinned down and painted on a black base coat, it looked like glass reflecting the blue sky.
