Is there any way to tell if the whistle chamber is metal or plastic short of taking the tender shell off? I think the metal whistle chambers have a better sound.

the diecast whistle chamber weighs more for sure thus giving the tender a nice heft. Outside of this, you really have to open 'er up to confirm.
They definitely do sound better. Not as shrill to me, more mellow and deeper sounding. Only have one with my early 2025, but I love it.

Flip the tender over and see if you spot a metal or plastic housing through the holes.
