a friend of mine has a program on his laptop that shows different railroads and their signals , positions of trains, and whereabouts. are there multiple programs to buy? any help would be great.

At it’s basic level, ATCS requires some tinkering with a scanner/radio receiver. However folks in some areas have taken care of that issue by setting up a server so connected so that you can see the display via the Internet. Then, you can check from anywhere you can log in (I check Deshler every now and then from here in NY). If you have a cell-phone “air card,” that’s pretty much anywhere you can get a signal. If you have wi-fi, it’s limited to “hot spots,” although some popular railfanning areas have wi-fi available.
