Found ballast here in Florida at the feed stores sold as chicken grit or pigeon grit, comes in different sizes, can be made of different products ranging from real granite to crushed sea shells. Works great and packs down well. I have also used cat litter ( the cheap kind, all clay ) for under lament . Turns the ground hard after watering in and makes a good inexpensive sub base for the grit. Holding the ballast in place I use concrete bonding cement, looks like, smells like and works like Elmer’s glue, mixed half and half and applied just like the Elmer’s in HO modeling
