Agree with both Paul and Andrew. Do they teach logic on the left coast? How is a tax on new market rate construction a tax on everybody? Oz must have slept through high school math. Two predictions: residential construction in SF between 2015 and 2040 is likely to fall short of projections and the number of homeless in SF will increase.
The cost of everything in San Francisco is out of sight. That includes housing. Maybe they need to back off and cool their heels for awhile. They already have one of the most comprehensive public transportation networks in the country. Obviously, it can’t sustain itself without stealing money from some other source.
