The simple answer is, some do, most don’t. Of the ones listed in the Walthers 2006 HO catalog, for example, the EMD F3 AB Sets do, but none of the others make any mention of DCC.
Your only hope is to check each model before you buy it.
Hard-wiring in a decoder is not very difficult if you know how to solder.
I just hard wired a Digitrax (DH121) decoder in a Proto1000 Eire Built Locomotive and I thought is was an easy project.

Pick them up then, hard wiring the decoder is a very simple project to do.
My F3B I have did not. I removed the board that was in there, and replaced it with the board out of one of my P2K SD9s that did have a plug. and wala! I’m not sure you might be able to use an Atlas Dualmode decoder, if they still make them. I’m not sure if anyone else makes decoders that can be used in place a of a board. Otherwise you will have to hardwire them.
