If I need to use the emergency stop on this engine, the speed control goes all wacky, like there was a very high momentum value set, and even high throttle inputs (e.g. in the neighborhood of 128) produce almost no movement.
The emergency stop has had to be used because often on a grade - 2% climb or 5% coal trestle ramp - the throttle does not respond to throttle decreases, direction changes, or function 7 braking, and only thanks to a strong bumper does the car not get pushed over the end: the engine sits there spinning its wheels until emergency stop is pressed. Sometimes it responds to a function 9 double click series to go into shut down mode and will stop, but function 6 start up results in the same very labored chuffs and little speed (under 5 smph) as noted above.
Power off and back on restores normal speed control until the next time. Is this a defect in my PowerCab, a PowerCab - QSI interaction problem, a QSI problem, or what???
Two things: Have you checked CV3 & CV4 after an emergency stop to see what the actual values are? (For a yard switcher there should be little to no momentum, since they generally didn’t travel very fast.)
Also, have you tried a decoder reset yet? For QSI, it is as follows:
CV49=128
CV50=255
CV56=113
My guess is that you somehow have your 0-6-0 set for momentum. If you don’t do a reset, try setting your momentum to “0” using the MOMENTUM button on your Power Cab.

I’ll try checking 3 and 4; I’ve done a reset (twice - by CVs and with the magnetic wand), and have several times tried using the momentum button to set CV 3 to 0. Maybe 4’s the clue. But I’ve also spotted a mold defect on the left cylinder valve rod support so perhaps the problem will “go away” if Walthers replaces the engine.

CV4 is the deceleration rate. CV3 is the acceleration rate. If the loco is not stopping fast enough then CV4 is the one you need to set. I usually set my switchers (even the 0-6-0) to CV4=1 and CV3=2 or 3. Another thing you may want to try is disabling the Regulated Throttle setting to standard throttle.
Using the momentum button on the NCE throttle will only adjust CV3. It would have no effect on deceleration.
