I would think the cost of having a car weighed is pretty small in comparison to the overall cost of owning a PV.

For those of us who are AAPRCO members and own a private railroad car that meets all Amtrak certifications, providing the additional data required for implementation of PTC is no big deal.

Just more government infringement into the privately owned materials. More Big Brother.
