It’s called “deferred maintenance” - something very common in the shortline railroad industry.

Not sure if this is the correct answer or not Edmond, but the GWR bought out RailAmerica which included the New England Central here in Vermont. I have noticed that some of the engines have the GWR paint with NECR on them.

I like the looks GWR locos. Just back up and running. One of the derailments blocked a Wal-Mart drive way,what a shame.
