Yes you can have a Scanner in the state of Pa.
For general information here is a link to a site that shows the legal use of scanners by state. I don’t know how well the site is maintained, last was 2002, but it does show the current Oklahoma law. It would be prudent to check with someone living in a state in question as was done in the posts above.
HAM operators are exempt in most states due to the FCC preemtion for them that allows the use of transceivers that may receive outside the HAM bands. I find it amusing that most of the state laws allow scanner use with a FCC license or permission but the FCC does not issue a license to scanners. Generally receivers are not licensed by the FCC unless they are protected from interference caused by shared services under FCC rules and to receive the license it must be a fixed site. This appears to be a vague reference to cover all bases so the FCC does not come down on the state for stepping on FCC authority.
